The investigation asks who was competent, not who was trained

After an incident, the question is whether the person doing the work was capable of doing it safely that day. Attendance records, toolbox talk sign-ins, a completion report and a signature do not answer it, and that is the moment everyone finds out.

188 workers were fatally injured at work in Australia in 2024, and 80% of those deaths were in six industries including transport and construction.

Completion is being used as a proxy for competence

A module marked complete tells you a person clicked through it. It does not tell you they understood it, can apply it under pressure, or could demonstrate it to an assessor standing beside the plant.

The model work health and safety regulations require information, training and instruction that is suitable and adequate, and provided in a way that is readily understandable. A completion tick evidences neither.

The licence expired three weeks ago

Tickets, high risk work licences and verifications of competency sit in a spreadsheet and one supervisor's memory. Expiry is discovered when someone goes looking, which is usually after the work has already been done.

Under the model WHS laws a worker must hold the licence before a business can direct them to carry out high risk work, so an expired licence is an exposure from the day it lapses.

Half the crew does not work for you

Half the people on site do not work for you. Their competence arrives as a PDF from a labour hire firm or a subcontractor, in their format, with no way to check it against your framework before the shift starts.

Where duties overlap, every business involved must consult, cooperate and coordinate on health and safety. Accepting a contractor's certificate at face value does not discharge yours.

Yes. Compono Assure is competency management software: you define the framework, assess against it, and issue and track the credential. It is the product five Australian state governments use for public-safety licensing, and the same engine runs an enterprise capability program.

Through assessment items mapped to the competencies in your framework, scored with logic you can inspect. Every result carries item-level data, completion records and an audit trail, so when someone asks how you know a person is competent, the answer is evidence rather than a completion rate.

It already does. The platform carries more than 3.5 million enrolments and processes over 400,000 assessments a week, including learner driver and motorcycle licensing across five Australian states. If your volume is a fraction of that, scale is not the risk in your project.

Yes. Contractors and high-volume workforces can be organised into their own groups, assigned the training and assessment your framework requires, and held against the same records as employees. What you get is their competence measured your way rather than accepted as a certificate.

Two ways. Keep your LMS for content delivery and use Assure for the framework, assessment and credential, or move the learning into Compono Develop so the gap and the fix live together.
