Merit has to be documented, and the documentation is manual
A selection panel has to show the process was applied fairly to every eligible candidate and properly recorded. In practice that is a shared spreadsheet and a report written from memory after the fact.
A merit-based selection process must be applied fairly to each eligible candidate and appropriately documented, which is exactly the part that lives outside the system today.
