Learner Licensing Transformation in Queensland

The Challenge

Queensland’s learner licensing system was outdated and heavily reliant on in-person testing, creating barriers for many young drivers—especially those in regional or remote areas. At the same time, high crash rates among novice drivers highlighted the need for a more engaging, values-driven approach to road safety education.

It was clear the system needed to do more than test road rule knowledge—it had to shape safer attitudes and behaviours.

  • Equip young drivers with more than just road rule knowledge—foster safer mindsets.
  • Leverage interactive, scenario-based learning to better prepare learners for real driving conditions.
  • Maintain access to licensing pathways during unprecedented challenges, such as COVID-19 lockdowns.

The Solution

In partnership with the Queensland Government and Compono, Nexefy developed PrepL, an award-winning online learner licensing platform that blends education and assessment into one seamless, user-friendly experience.

PrepL is a 4–6 hour online course that teaches essential road safety concepts through a mix of real-life video stories, branching scenarios, and interactive challenges. It replaces the traditional 30-question written exam and allows learners to complete their licensing requirements on any device, at their own pace.

Key components include:

  • Interactive Scenarios: Realistic driving situations that adapt to learner choices, helping users understand the consequences of risky behaviour.
  • Real Stories: Powerful testimonials from crash survivors, families, and first responders, putting real faces to the risks of unsafe driving.
  • Road Safety Education: A focus on the Fatal Five (distraction, drink/drug driving, speeding, seatbelts, fatigue) to address the most common causes of serious crashes.
  • Values & Attitudes Focus: Emphasises why rules exist and encourages the development of responsible road behaviour—not just rule memorisation.
  • Multiple tiers of assessment: PrepL progressively builds knowledge and awareness throughout the course in layers of assessment for learning, ensuring learners are well-prepared for a final test.

Results & Impact

PrepL has transformed the way learners across Queensland—and now other states—approach driver education. What began as a Queensland-first initiative quickly became a benchmark for digital learner licensing nationwide.

During the COVID-19 pandemic, PrepL played a critical role in keeping the licensing process moving while physical service centres were closed. It allowed thousands of young drivers to stay on track without disruption.
