Accessible and Inclusive Training and Assessment in New South Wales
The Challenge
The existing driver knowledge test for NSW was an in-person, compliance-based solution offered only at physical service centres. These service centres were costly to maintain and, due to the size and population spread of NSW, often inaccessible for those living in remote or regional areas. Compounding this was a demographic makeup of around 30% of households speaking a language other than English in NSW, and approximately 14% of working-age adults having lower literacy skills or learning difficulties. These factors often led to higher failure rates and disenfranchisement from the process of obtaining a driver’s licence.
The primary challenge was to ensure that all user needs were met through a seamless, accessible digital solution.
Key Objectives
- Promote Deeper Understanding: Shift the focus from rote memorisation to a more comprehensive grasp of road rules and safer driving practices, thereby enhancing road safety outcomes.
- Ensure Full Accessibility: Ensure the platform is WCAG 2.1 AA standard compliant, and incorporates additional tools to make the test accessible to all users, regardless of physical, cognitive, or linguistic barriers.
- Support Cultural and Linguistic Diversity (CALD): Ensure CALD communities have equal access to the test, providing features to bridge language gaps and cultural differences.
- Eliminate Geographic Barriers: Enable users to access the test remotely, removing the need for physical travel to service centres, particularly for those in rural or remote locations.
The Solution
In partnership with Transport for New South Wales (TfNSW), Compono and Nexefy developed the Driver Knowledge Test (DKT) Online—an award-winning learner licensing platform that blends accessible education and assessment into one seamless, user-friendly experience. The scope of the TfNSW DKT Online project was extensive, covering the full lifecycle from discovery and design through to development and implementation.
The result is a fully accessible and comprehensive online course with integrated assessment, designed to teach essential road safety concepts through real-life video stories, branching scenarios, and interactive challenges. It replaces the traditional 45-question written exam, allowing learners to complete their licensing requirements on any device, at their own pace.

Key components include:
- Effective learning design: Including media variety, regular concept checking and review, controlled learner progression, and engagement of higher order thinking skills.
- Reliable and Valid Assessment: Carefully calibrated summative test components to ensure a fair measurement of competency.
- WCAG 2.1 AA Features: Compliant image colour contrast and alternative text, captions and transcripts, keyboard navigation, image focus and zoom features.
- Text to Speech (TTS): Allowing learners with poor literacy skills or visibility impairments to learn and complete the assessment with less difficulty.
- Multi-Language Support: Allowing learners to select a preferred delivery language. All text is presented in the language of choice and this can be switched at any point during the course or assessment.
Results & Impact
DKT Online’s impact has been transformative, reaching thousands of individuals across NSW and beyond. By making the DKT accessible to a diverse range of users—including those with learning difficulties and CALD backgrounds—the project has supported broader access to essential services, such as transportation and employment opportunities.
The DKT Online platform has also delivered substantial ROI for TfNSW. By reducing the need for in-person testing, significant cost savings have been realised, while the platform’s high adoption rates ensure a broad user base. The increased pass rates, particularly for individuals with learning difficulties or from CALD communities, further validate the platform’s positive impact. Over time, these improvements will drive continued savings and operational efficiency for TfNSW.
The course’s intuitive design, interactive scenarios, and accessibility features have also driven exceptional engagement and have been recognised with awards.
